Yes. This part uses the factory mounting points on your Express bumper beam — bolt it on using the existing holes. No frame modification needed.
Do I need to remove the bumper beam to install the cover?
No. The cover fastens over the top of your existing bumper. You don't have to drop the beam, which saves time on install.
Can I paint this before or after installing it?
Either way works. Paint it off the van for easier coverage, or install first and spray in place. Black absorbs UV well, but if you want a custom color, sand lightly and prime before painting.
